The Police Association's membership of around 11,700 is drawn exclusively from sworn police officers at any rank, protective services officers, police reservists and police recruits who serve in the Victoria Police Force. Membership of the Association is voluntary.

Founded in 1917, the Association is affiliated with a number of industrial bodies, including the Police Federation of Australia, the Victorian Trades Hall Council and the Australian Council of Trade Unions. By virtue of its constitution, the Association is not affiliated with any political party.

The Association is a federally registered and recognised trade union.
