Building Operational Capability and Capacity (BOCC) update (35/10)

Police Association members who occupy positions that have been identified as being within the scope of the BOCC project are likely to have received further correspondence from the Victoria Police Force (the Force), which contains changes to the original proposal as a result of negotiations with The Police Association (the Association).

 

The Association believes the revised process is consistent with the Force's obligations under the Deed of Agreement between the parties.
 
There is now no reason for members to abstain from the Expression of Interest (EOI) process. In previous member meetings and newsletters, the Association had stated that there was little to be gained from entering the EOI process if members intended to seek review of the decision to civilianise their position. As a result of negotiations, members can now submit an EOI on the basis that the EOI will lapse if the grievance against their position being civilianised is successful.


 
The second major change relates to the positions available in the EOI process. In its embryonic form the BOCC EOI offered the ORU and 10 PSAs where a member could be redeployed to general duties and the member was forced to nominate the ORU as a preference. The list of potential positions is now comprised of the ORU and 46 PSAs and the PSA positions include general duties, traffic management* and criminal investigation* and members are not required to express interest in the ORU (* for those members qualified for TMU/CIU duties).


 
Please note that members intending to seek a review against civilianisation of their positions should submit their reports by 13 September 2010. 

Members have 30 days from the date they receive the 'EOI Information Pack' to lodge an EOI.
